Askemos version 0.7.4 alpha

Upcoming changes for version 0.7.4 (contained in daily tarball).

- Worked around wiki agent replication choking on ignorable whitespace parser bug
- Agreement protocol more resilent.
- Added resynchronisation code (still experimental).
- Some code cleanup, migration to use SRFI-9 instead of vectors and macros.
- added CGI support
- added support for xmlroff (XSL/FO renderer);
  but: xmlroff too much alpha to be really usable
- passivetex
- iconv, unicode support (internal UTF8; beware,
  string-length and string-ref no longer constant time op's)
